RAM 2027 Explained: Questions and Answers on the Updated Recyclability Assessment Methodology

PackUK has published an updated version of the Recyclability Assessment Methodology (RAM 2027), introducing the latest guidance for assessing the recyclability of household packaging under the UK's Packaging Extended Producer Responsibility (pEPR) scheme.

Last updated: 15/07/2026

While businesses should continue using RAM Version 1.1 for 2026 reporting, the Recyclability Assessment Methodology 2027 applies to packaging supplied between 1st January and 31st December 2027. The updated guidance aims to provide greater clarity, improve consistency, and continue to encourage packaging designs that are easier to recycle.

Below, we’ve answered some of the most common questions businesses are asking about RAM 2027.

What is RAM 2027?

RAM 2027 is the latest version of the UK’s Recyclability Assessment Methodology.

It provides a standardised way for obligated producers to assess how recyclable household packaging is using the UK’s existing recycling infrastructure. Rather than simply asking whether packaging is technically recyclable, the methodology considers whether it can be successfully collected, sorted and reprocessed at scale within current UK recycling systems.

The assessment helps determine recyclability ratings that will influence EPR fees for modulated household packaging.

Who needs to comply with RAM 2027?

RAM 2027 applies to large producers that are obligated under the UK’s Packaging Extended Producer Responsibility (pEPR) regulations and are required to pay household packaging waste disposal fees.

These producers must assess the recyclability of household packaging they place on the UK market during the 2027 reporting year.

What’s changed in RAM 2027?

RAM 2027 builds on the existing Recyclability Assessment Methodology rather than introducing a completely new approach. While the overall objective remains the same – assessing how recyclable household packaging is within the UK’s recycling infrastructure – several important updates have been made to improve clarity, consistency and the accuracy of assessments.

One of the most notable changes is the structure of the assessment. Under RAM Version 1.1, classification formed part of the five-stage assessment process. In RAM 2027, classification is now a separate pre-assessment step, followed by four key stages: collection, sortation, reprocessing, and application. This creates a clearer and more logical process for assessing packaging recyclability.

RAM 2027 also introduces updated guidance for several packaging materials and components. These tweaks have been made following industry consultation and technical review, helping to ensure assessments better reflect how packaging is collected, sorted and recycled in practice across the UK.

Another significant update is the expansion of the “Automatic Red” criteria. Certain packaging formats or materials may now automatically receive a red recyclability rating if they contain specified substances that have a negative impact on recycling outcomes, such as high levels of PFAS, certain non-compliant printing inks, integrated electrical components or substances that exceed relevant UK regulatory limits.

Frequently Asked Questions

Is RAM 2027 mandatory?

Yes. Large producers obligated under Packaging EPR must use RAM 2027 when assessing household packaging supplied during the 2027 reporting year.

Does RAM 2027 replace RAM Version 1.1?

No. RAM Version 1.1 (published in April 2025) remains the applicable methodology for 2026 reporting. RAM 2027 applies only to packaging supplied during 2027.

Does RAM apply to all packaging?

No. RAM applies to household packaging within the Packaging EPR framework rather than to every type of packaging placed on the market.

When does RAM 2027 come into effect?

RAM 2027 applies to packaging supplied between 1st January 2027 and 31st December 2027.

Businesses should continue using RAM Version 1.1 (published in April 2025) for packaging supplied during the 2026 reporting year. It is important to use the correct version for each reporting period.
